According to an investigation published in September 2025 by Moldovan newspaper Ziarul de Gardă, before the 2025 Moldovan parliamentary election, hundreds of accounts with false identities were created to spread Russian propaganda in TikTok and Facebook. There were also multiple conspiracy theories that the government is involved with the spread of the pandemic.

Whether similar information will remain exempt from being treated as “protected user data” is being negotiated with Committee on Foreign Investment in the United States (CFIUS).

The company has been engaged in confidential negotiations over the project with CFIUS since 2021 and submitted its proposal but received little response from the panel afterward. Physical locations would be established so that Oracle and the US government could conduct their own reviews.
